The Study of the Risk Management on the Environmental Protection Policy for the year of 2008.

It is necessary to have risk management, no matter for the safety of the general public or the smooth running of the state. The government should come up with plans and strategies to minimize risks. Based on the risk management framework in the environmental protection policies and the research of 2007, the achievement of the 2008 Environmental Protection Policy Risk Management Project included: (1)The improvement of the EPA’s risk management mechanism and operation model; (2)The planning of the framework of the EPA’s Risk Management Operation Group; (3)To frame the Standard Operation Procedure of EPA’s risk management works, and provide one domestic and one foreign case as examples; (4)To review the modification of current system by analyzing two cases: “Existing Substance Program” and “Brownfield Site Cleanup;” (5)A supporting system of risk management system was constructed and three sessions of training courses were held with totally sixty-seven participants; (6)Five risk management discussion meetings of the environmental protection policy were held to continue listing the EPA’s risk issues; (7)The teaching materials concerning risk management were drafted,, including “Risk Characterization,” “The Scope and Planning of Risk management,” “Risk Evaluation and Analysis,” “Standard Operation Procedure of EPA’s Risk Management System,“ and “A Manual for the EPA’s Risk Management Supporting System;” (8)The completion of the annual risk management evaluation report. In this project, the design and development of suitable risk management model based on the business characteristics of the EPA has been done, and continuously adjusted. It is highly anticipated that the feasible efforts can both lead to the reduction in organizational risks from impacts and damages, and the enhancement of the EPA’s risk management capacity.
